You can directly access the folder using %localappdata% environment variable:

Build 10049 and later:
%localappdata% Packages Microsoft.Windows.ContentDeliveryManager_xxxxxxxx LocalState Assets
Note: The user_name is the account name by which you log in. You will be able to find it yourself.
Here xxxxxxxx will be random letters and numbers in the folder name.
Step 2: Copy the files somewhere else where you will be able to access them.
Step 3: Rename the files with the extension .jpg
